    As Chairman of the Empowered Committee during his tenure as the Development Commissioner of Bihar, he used to oversee the approval of Power Sector schemes within the Plan's framework, monitor their progress and contribute to policy formulation for Energy Sector. Chairing meetings for scrutiny and sanction of Energy Department schemes acquainted him with its operations, including Bihar's electricity sector and its associated entities like Bihar State Power Holding Company, Bihar State Power Generation Company, Bihar State Transmission Company, North Bihar Power Distribution Company and South Bihar Power Distribution Company.

    PATNA: As chief secretary Deepak Kumar, an IAS officer of 1984-batch, is completing his year-long service extension on February 28 (Sunday), Bihar’s bureaucratic circles are eager to know who his successor will be.
    Sources in the state secretariat say if CM Nitish Kumar has to decide single-handedly, the additional chief secretary (home, prohibition & excise and vigilance) Amir Subhani, a 1987-batch topper of Union civil services, will be his first choice.
    “But, if the CM has to take advice from his major ally BJP, Subhani is bound to lose his bright chance of becoming the chief secretary, mainly because the saffron party leaders have time and again been openly opposing the continuance of Subhani on the key post of the home secretary,” a senior IAS officer said here on Friday.
